It is the notification shade. Swipe down once from the top to see your notifications and a short row of Quick Settings toggles; swipe down again for the full Quick Settings panel. Samsung calls the toggles the Quick panel and the list the notification panel.

Why are notifications and Quick Settings separate on my Samsung?

Since One UI 7, Samsung splits them by default: swipe down from the top left for the notification panel and from the top right for the Quick panel. To combine them again, open the Quick panel, tap the pencil icon, choose Panel settings and select Together.
